It is responsible for formulating special development plans, research plans and supporting policies for the development of music, dance, traditional Chinese opera, drama, and fine arts, as well as organizing their implementation; supporting demonstration literary and artistic works and literary and art organizations that embody socialist core values; promoting development of various art varieties; organizing, guiding and coordinating city-wide art performances, exhibitions and major cultural events; and guiding cultivation of artistic talents.
