The session was held to implement Guiyang's strategy on "high requirements, high-level openness and high-quality development".

Upholding "Integrated Development, Open Cooperation", the session facilitated information exchanges, served as an exchange platform, enhanced economic cooperation, and expanded new areas for trade.

The city is now in a better position to expand economic cooperation with ASEAN members and Belt and Road countries for win-win outcomes and shared development.

Guiyang CPPCC Vice-President Niu Liqinq addressed the event. He pointed out that the city has a vast potential market in culture and tourism which offers investors a high-quality and accessible investment environment.

Seizing historic opportunities of the Belt and Road Initiative and construction of a new land-sea corridor in western China, the city is investing heavily on developing mid and high end consumption and manufacturing industries, under a unique local branding.

It is the target of the city to become the world's leading tourist destination with ecological features and a mid and high-end trade and manufacturing city in western China.

In recent years, the city government has issued a series of supportive policies and measures, and will soon promulgate details about their implementation.

A complete set of preferential policies are in place to support development of tourist sites, travel agencies, hotels, travel products, infrastructure projects, and airlines.

An introductory session on vacationing and homestays hotels was given by Sun Xin, executive deputy director of the Managing Committee of the Huaxi Culture Tourism Innovation Zone.

Sun released information about three land slots for hotel construction and two projects inviting bidding from investors and brand operators.

"In line with the 'one land one policy' requirement, we will offer the best support possible for investors and offer a sound business environment," said Sun.

Zhang Xiaoming, vice-head of Xifeng County, released three hot-spring health-preserving projects.

He promised to offer "one item one policy" and a sound business environment, and to ensure high-quality services to every investor in the county.

Liu Kun, vice-chairman of Jia Hong Group, said the company will make substantive investments and technical input in cross-border e-commerce warehousing and tourism expos in the city.

"We wish to make full use of local advantages in human resources and location to realize breakthroughs in the company's cross-border e-commerce business," said Liu.

He said the company will further expand cooperation with local culture and tourism companies, promote trade activities, and seek shared development with supplementary strengths.

A series of contracts were signed at the event, including a cross-border commodity expo project between Shuanglong Aviation Port Area and Jia Hong, and a global logistics project between the Comprehensive Bonded Area and Jia Hong.

The cross-border commodity expo will be a "scenario-based" demonstration and sales point for cross-border commodities. Utilizing the global supply chain, it will attract overseas suppliers to help with the city's tourism and consumption resources.

This project will help the city gain the initiative in cross-border tourism, become a regional hub with competitive pricing, products, and preferential policies, and create a model for inland open economic zones as well as mid and high-end tourism consumption destinations in western China.

The logistics project seeks to construct a "global central warehousing project" in the Guiyang Comprehensive Bonded Area with the company's own resources.

Capitalizing on advantages in the National Big Data Comprehensive Experimental Zone and the Cross-border E-commerce Comprehensive Experimental Zone, as well as the mature global logistics and high-end goods agency channels of the business partner, it intends to build a global trade supply chain base with functions of front-end goods purchase, transportation and delivery, customs clearance, and un-manned smart cloud-based warehousing.

Other contracts were signed with Guizhou Airlines, Chengdu Airlines, Jiuyuan Airlines, SF Airlines and Colorful Guizhou Airlines by the Guizhou Culture and Tourism Bureau and Commerce Bureau.

They cover projects on air service in China as well as ASEAN member states, Japan, South Korea, as well as other countries in Southeast and South Asia as well as full cargo air service and encryption.

The session further helped the city open up its markets to the world. With an inclusive mind-set, the city said it is committed to seeking innovative cooperation in the culture and tourism sector to fuel green development of its economy.
